Analysis: The map shows the areas mandated in the Pacific and therefore Australian and Japanese mandates are shown. This provides evidence of geo-strategic interests of both Australia and Japan colliding. Thus, there is evidence to support the geo-strategic motivation of Hughes, due to the protection of Australia, to veto the racial equality clause proposed by Japan in the Covenant.
