Overall, the decentralised health care system in Switzerland and Belgium allows each canton

to make decisions regarding the health care of their citizens without the need for federal

government intervention. During a global health crisis, this health care system seems

effective in the continuation of cancer screening services, or more specifically mammogram

services whilst keeping the number of cases within the nation relatively low. This is

supported by the use of figure 1, where the decrease in the number of mammograms is

miniscule and may be determined as insignificant. As a result, citizens are able to maintain a

stable standard of living and a high happiness index during one of the toughest times in

contemporary society.
